As survivors fled from Blackfell in search of sanctuary, they came upon the abandoned Greywater Industrial Zone. To their south was the polluted Refinery Pollution Point and the formidable Vultures gang in Highland. The survivors opted not to venture any farther. Instead, the chose to establish a new haven amidst the perilous yet resource-rich factories-Greywater.
