A Memetic Specialization that is "built-in" to a facility, a "Facility Boost", needs to be built by a character with that specialization to apply. If you have old facilities they will need to be rebuilt. You can also build upgraded facilities in other people's bases (given permissions.) A formula specialization is baked in to the character and not the facility.
